Second Deputy Speaker of parliament is calling for a
parliamentary debate on the appointment of Chairman of any parliamentary
sub-committee to the status of a minister of state. Prof. Aaron Mike Quaye
believes the situation defeats the practice of checks and balances. The
Constitution Review Commission in its report stated that no member of
parliament shall be appointed a minister of state. However in the same report,
it is stated that chairmen of parliamentary committees will enjoy status and
benefits of ministers of state. The report also says a ranking member of any
parliamentary committee will be made to enjoy the status and benefits of a
deputy minister of state. However Prof. Aaron Mike Quaye thinks the practice
will weaken parliament. Prof. Mike Quaye rather proposes for improved
conditions of service for law makers. Meanwhile a political science lecturer at
the Kwame Nkrumah University of Science and Technology says drawing members of
the executive from parliament has had a heavy toll on parliament. Amakye
Boateng is a political science lecturer at the Kwame Nkrumah University of
Science and Technology.
